Shinobi is based on the novel "The Kouga Ninja Scrolls". The book is also the basis for the anime series Basilisk. It has nothing at all to do with Naruto, and is in fact much darker and more violent than Naruto.

I watched "Shinobi" (on a flight to Japan, weirdly enough) and thought it was boring and confusing. The plot was too complex to stuff into a 2-hour film. Basilisk is a much better adaptation of the story.

It's on my netflix queue, I should get it in about a week. I wouldn't think it was an intro to Naruto, there are a ton of anime and foreign films that chronicle the history of the Shinobi, and different Ninja clans. If all you've seen is Shinobi and Naruto, I can see how you would think that. If you want other anime that mention the ninja clans (so you can see that it's not all about Naruto) try Flame of Recca, Rurouni Kenshin, Peacemaker, Sakura Taisen (Sakura Wars).

I liked it. I do agree with Lady Macbeth that the original story is far too complex to fit into a two hour movie, but overall I believe that they did a fairly good job with it, and it works as a stand alone story if you don't compare it side by side with the novel. I wasn't confused, nor was I bored (but then something like that will be different for every person).
As for being an introduction to "Naruto"...well I understand your connection, but it really has nothing to do with it at all, and there are more differences than similarities, so I very much so disagree on that point.
