No but he makes for a good sub-character in JL stories.

hell no

Of course not! Flash may be fast, but Superman is faster, stronger, and invincible to everything!

I'm not sure what you mean by "better," since that is such a subjective term. I think it is probably easier to come up with a storyline that would work for the Flash (any version of the Flash) than it would be to devise a storyline in which Superman could shine. The Flash is a more versatile character than Superman, in that sense, and he's more like a figure from mythology than Superman, who has so many powers that he borders on the absurd.

However, the Flash doesn't seem to have the sheer staying power that Superman does. So far, four very different individuals have used the identity of "The Flash," and there have been periods of time, which have lasted as long as five years, in which new Flash stories weren't created.

Superman, with very minor wrinkles, has basically been the same character from 1938 until last week (if one overlooks the idiotic and thankfully short-lived Superman Red/Superman Blue version). He is a character who has demonstrated remarkable staying power (and sales powers). He's also probably still one of the three most recognizable characters on Earth, and there are very few people who wouldn't recognize an image of Superman in his classic costume.
