Is there a pop culture reference to Family Guy's 'whip' skits?!

I remember that episode! As for the "whip" reference, I don't know if it does refer to a specific event in pop culture. It could just be a commentary on how people pronounce certain words differently (such as "whip" or any word that contains a "wh-" in it). This is much like the controversy that some have with the word "porsche" (or "porsh-a" if you rather). Even though Family Guy often uses specific current events as material for their comedy, they are also known to simply make a broad statement about society in general to add a little extra comedy to the show. The above exchange between Brian and Stewie could simply be a general comment about the pronunciation of certain words in the English language.
Regardless, this episode was great and the show in general is as funny as heck! :)

I remember that, that was the hilarious episode when Meg makes out with Brian and goes psycho. Not sure about the pop culture reference though, sorry.

No, it's not a pop culture reference. It's something the writers came up with. It's one of those things that I never noticed until Family Guy brought it up...now I hear a lot of people over-pronounce the "wh" in words all the time...it's hilarious.
