It is free. Theres this system they have on there. You start off with a certain amount of points,called copper, [not real money] and normally one volume is 10 points and a chapter is 1 point. Once you've run out of points you cannot download. To get more points you can post around in the forum they have and depending on how long your post is, is how much points you get.
