Ouran High School Host Club is really good:
here's a summary-
Haruhi Fujioka is a poor girl who earned a scholarship to gain entrance to the prestigious Ouran High School, where family prestige matters first, and wealth second. Looking for a quiet place to study, she happened upon the Ouran Host Club, and promptly broke a vase worth ￥8,000,000. To pay it off, the club makes her work first as a go-fer, and then as a Host herself. The only problem is, they don't realize that "he" is really a "she."
This is not a popular movie series, but I will guarantee you will like it if you give it a try. It's called 5 cm per second. It's a 5 part movie, and has drama and romance in each one. It really develops the characters in such short of time.
Hana Yori Dango & Akuma de Sorou
Well Ouran High School Host Club is more hilarious than romantic. However it is about a school and I HIGHLY recommend it.
Tokyo Mew Mew has romantic parts when the main character Momomiya Ichigo interacts with her crush (and later boyfriend) Aoyama Masaya, her so called boss Shirogane Ryou and enemy Kisshu.

The best anime according to your preferences I think is Full Metal Panic. It is soooooooo good. ^_^
This might sound as though it doesn't appeal to your interests at first, but this is definitely worth reading!
It's about a girl (Chidori Kaname) who has a special mental/psychic-like ability that terrorists want to use. A mercenary program named Mithril sends a teenage soldier (Sagara Souske) to protect her- but to do so, he has to live the life of a high school student! It gets soo funny, because he's been trained as a fighting machine ever since he was a child. He tries to befriend her to protect her, but she has no idea she has this psychic power and she has no idea Souske is from a secret military program trying to protect her. School and his military tactics mix, and it gets sooo crazy.
As it turns out, Chidori gets kidnapped on several occasions by terrorists and Souske goes to rescue her. In fact, Souske rescues her a lot. I find that to the the really romantic part, since after a while watching the series, you realize that Souske isn't really protecting her because it's his job- it's because he loves her.
Most of the series takes place in a high school setting. There are quite a few that take place outside, like on the submarine of the Mithril organization (where Souske is from) and out in enemy territory where Souske protects Chidori from evil terrorists with bad intentions.
There are three seasons: Full Metal Panic, Full Metal Panic: Fumoffu, and Full Metal Panic: The Second Raid. The mood changes between the seasons. The first FMP is more serious with action and comedy. The second FMP, Fumoffu, is mainly comedy and cute romantic things. The last FMP is a mixture of all of the above, but most of all action and cutesy romance stuff.
In conclusion, if you like school romance animes, this is a good one. I'd recommend watching the first episode of Full Metal Panic: Fumoffu and see if you like it! Like I said, Fumoffu is one of the better seasons as far as cute, school romantic animes go. And oh is it funny! ^___^
You can probably find some episodes on www.veoh.com. They have lots of full-length anime episodes- it's like YouTube, but it's a lot better. :)
