Ultimate gohan is stronger,.... in GT he loses the ability of Ultimate gohan....while he is ultimate gohan he cant go super saiyan
this can be seen in the game DBZ: buus fury after gohan reaches his ultimate form he can no long turn super saiyan
his power can be compared to a SSJ3 while in the stage of Ultimate Gohan..seeing how Gotanks fought super buu while SSJ3 and yet did not bet him but Ultimate Gohan would wipe the floor with him

ultimate gohan is stronger but i hate gohan, if piccolo had not have met and trained gohan, he would still be the most bad *** dude around, but instead of piccolo just training by himself and getting stronger, he became just a teacher. and over time lost his bad attitude, that sucks
GT is just made up, don't think into it too much(not in the manga). To answer your question, maybe due to years of no training Gohan has weakened and can no longer reach his full potential.
