I agree that Nana (Osaki) from Nana fits your description perfectly.
Since your question asks about the character's personality features, the one I would suggest is Faye from Cowboy Bebop (my fav of all anime). She's tough (& physically agressive when she cares to be), independent, she rarely thinks about anyone but herself...and she doesn't really give a sh*t what others think about her.
Although her drawn character isn't very butch physically speaking (she does have fairly short hair), physical features typically don't make up someone's personality, which is more about attitude, and Faye's got PLENTY of attitude.
Revy from Black Lagoon, but she isn't flat-chested or short haired.. But deffinitely fits it perfectly.
