No, because of copyright and trademark laws. DC has no right to use Lastikman and wouldn't pay a cent to liscense the character, who is absolutely unknown to the general American audience, especially when DC has plenty of its own properties which are underdeveloped. Pinoy comic characters just haven't made any impact in America and, unless something completely unexpected happens, it is unlikely they ever will.
