This picture you posted isn't from any anime or manga, it's from the visual novel Shuffle! Shuffle! does have anime and manga adaptations though. What I'm saying is that picture isn't from a scene in the anime or manga.

I don't know where it's from exactly, but it looks like it's from a visual novel game, or an H-game.
Edit: In response to the person's answer below mine, I can say for absolutely sure that is NOT Sakura and Tomoyo. I can see where they see the resemblance, small as it may be, but it is not them.
