Yes! I seen the girls on some game show over there in their school uniforms and they were the sailor ones. I didn't think they would look that cute on a real person... -.-
Almost all Japanese schools require uniforms...but those that I've seen are not too nice on the eyes ^^' (At least not when compared to the mangas)
Yes, there are places in Japan where they wear very short fukus and short sleeves, but they are rare in Japan.
Nowadays they wear leg warmers and long socks, but not the kid that stay up.
