Anime is just a term for that style of animation. anime is common in japan, but can also be found in USA, Canada, Europe. anywhere where an animation studio has people that want to produce it.
Yes, but technically it wouldn't be called 'anime'. Anime was derived from Japanimation, which is from Japan. So it it were from China for example, it wouldn't be called anime exactly, even if it is highly anime-esque.
No, I don't think so... Anime is short for Japanese Animation. Although a lot of countries have copied the style, I don't think they can be called the same...
Only Japan makes anime in Asia, other countries (i.e. Korea, Taiwan, Philippines) only makes mangas.
