1.Zetsu made Tobi constructed him from different parts a Frankenstien if you will
2.Tobi never says he is Madara again even with or with out proper translation they all still say My Power, Uchiha Madara Power. refering to Madara power not that he is him
3.Tobi could be refering to a number of things by this i mean Madara had two powers the obvious the sharigan and than he also had the same ability as tobi to phase through stuff like Madara did but doesnt prove he is him.

I think he is Uchiha madara since he called himself that way & up until the truth is revealed he is Uchiha Madara to us no need to think hard to get it.

uchiha madara IS tobi...
i say both. tobi's madara mentally and obito physicaly. since he has 1 sharigan and same hair color and hair cut. acts goffy. also he said that he he something to do with madara but i really doubt him being just madara since he would be like 100-130 years old and he wouldn't be able to fight since he would have a heart attack
