I don't know, but I do know of a series called Blue Seed. It was the magical girl genre, the main character was girl with long brown hair. There was also something about the government,but that's all really remember about it, and I don't know if it was on Toonami.
There's also a movie called 'Perfect Blue', but that imost likely wasn't on Toonami. Anyway, that's a story about a girl in a J-pop band who becomes an actress and slowly goes crazy.
