no, and i doubt that tobi and pain are the strongest , because tobi just joined so he can't be that strong, i think that weird guy that is half white and half black and has his head between those weird spike things (the guy who is always coming out of trees and walls) is the strongest, because when pain killed jiraiya he gave pain orders and why would pain follow orders to a guy of lesser strength than him. plus we have not seen any of his powers yet so that makes him all mysterious
but then again i don't think that only the strongest give orders to the weakest in their group, because i have seen all of them take orders from each other so i think that they just have somebody who is leading them and gives them the general plan and then everybody just tells everybody to get back to work and stay on task
i think this leader is the guy i mentioned above, he is the only one of akatsuki that we haven't seen in battle and we have no clue to the extent of his powers nor his ability, so they are probably building up suspense for something

No, I don't think so. I'd say he ranks third. Tobi/Madara/Obito ranks first and Pein is pretty close in second. I'm not sure which of the two is stronger physically, but Pein takes orders from Tobi, so Tobi definatly has power over him.
haha...i seriously doubt that...i think tobi/obito/madara i stronger than he is. plus, we don't even know how strong Konan (sp?) really is...

well Although Itachi is really strong I'd have to say no because it's a tie between Tobi(Madara) and Pein but I think Itachi is the third strongest.
