The acting leader of the Akatsuki is Pain, but the real leader is actually Tobi. In the manga Tobi was shown giving orders to Pain, and is described as the ostensible leader of Akatsuki. It is also shown in the manga that it was Uchiha Madara (Tobi refers to himself as Uchiha madara) who created the Akatsuki.
Pein is the so called leader. Atleast it looks that way but the actual leader is tobi who is actually Madar uchiha, he is the one who created akatsuki to begin with.
the leader of ther akatsuki is madara Uchiha who is infact the first uchiha and founder of the uchiha clan and the one who created the mangekyou sharingan and since his dad was a demon and his mom was from the hyuga clan the blood of his dad and the blood of his mom mixed together to create the sharingan the mix was because his mom had the byakugan and the demon dlood of his dad mixed with hers so since he is first person to have the sharingan his sharingan are permanent
