Why does Zaraki Kenpachi doesn't get his own Ban Kai yet?!

It is interesting to say that it's because he never gets to know the name of his zanpaktou aka soul slayer. To achieve the first release or shikai, a shinigami must learn the name of his zanpaktou, much like Ichigo learns the name of his zanpaktou is Zangetsu. Only then the second and final release, bankai is achieved.
Unlike other shinigami, Zaraki is special cuz he has huge reiatsu that enables him to be a powerful fighter without the need for him to have a shikai. Maybe becus of that, he never needs to know the name of his zanpaktou and he neglects the need to communicate with it. Only after he was defeated by Ichigo does he realise that he must learn the name of his zanpaktou if he wanna achieve more.
first off, he isn't the captain of the 8th division, he is the captain of the 11th division.
second to answer your question, there are three ways to become a shinigami. 1st is achieve bankai, 2nd you get recommended by 3 or more captain, while the the third one that is applicable to kenpachi is defeating a shinigami captain and earn that position, in front of hundreds of shinigamis.
so, yes, he became a captain by defeating the former 11th division capatain.
he can't release his bankai because he does't know the name of his zanpaktou in the first place..
he doesn't need it though coz he's really strong..
because he wont listen to his sword.
