Obviously was inspired from events of 9/11 and restricting people of different countries from entering the country. The symbols are the cop (authority of customs) and the prisoner (the immigrants). The cartoonist has the opinion that the immigrants trying to come into the country are being ostracized and outcast following the events of 9/11, and this is why they are not being allowing into the US.

Probably someone thinks Canada has mistreated them in some way, now he thinks that all Canadians are worthless.

There was a case that happened post 9/11 when a Syrian-born Canadian citizen was accused of being a terrorist and deported to Syria instead of being sent to Canada despite the documents stating that he was a Canadian citizen.

During that time, the Canadian dollar (or Loonie as its called) was worth less than the US dollar. (Oh the irony! ^_^.) So the cartoons' mistreatment of visible minority Canadian citizens by US Customs (in the name of national security) highlights the US' paranoia-fueled racist attitudes of the period as demonstrated not just to visible minorities, but to citizens of outside of the US.

Of course the cartoon packs a bigger punch since Canada is, not only a close partner of the US, but is also known for its role in UN peace-keeping and humanitarianism.
