It is Bucky Barnes, Cap's original sidekick. He was brought back I think almost two years ago as the Winter Soldier (Kind of a soviet assassin) and then regained his memories and whatnot. Brubaker's current run on Captain America is actually really good. I recommend reading all of it.

This question is funny, because yes it "is" Bucky but recently on a talk show. An insider at Marvel was asked
"So Captain America is really dead?"
"He's still buried up in the Arctic."
...
So... he indirectly told us, that Captain America isn't dead. I have a feeling he is in a cryogenic state which has suspended his life.
