No,Sai didn't kill his brother,actually we don't really know what happened to his brother,we just assume that he is dead,but no sorry its going to b a while until the fight,yet probably for a couple of episode more you can see them start fighting,they d in th manga though,the episodes are getting close to the scene.

Yeah, they will meet with Sasuke soon. You should reall get into the manga, its WAY ahead of the anime, and its at the part where sasuke meets Itachi again. You should read it, its so not what you expect to see in the anime any time soon.
