To answer your first question, yes, Eight Trigrams Palms Rotation and Eight Trigrams Palms Heavenly Spin are the same thing. Eight Trigrams Palms Rotation is just the english name for the technique. Also the Eight Trigrams Empty Palm is unique only to Neji. Neji has been able to use the fundamentals of the style to create entirely new abilities. Some techniques that most Hyuga members can use are gentle fist, Eight Trigrams Sixty-Four Palms, Eight Trigrams Palms Heavenly Spin.

welll, actually, not only Neji Hyuuga can do this, but also the pro Hyuuga, one like hinata's dad. i dont really inderstand about Hyuuga, so thats all i can tell u, sorry xD

Not only nedji can use divinition air palm it is also Hinata remember that hinata is from Hyuga branch. . Nedji can do eight trigrams of empty palm while hinata can do eight trigram sixty four palm

However, this technique is only passed/taught to the Head, Heir of the Clan or the Core Family. So, Hinata's father was very surprised that Neji was able to replicate/use it even if no one taught him.
