Yes, it has come out, and in fact has already ended. Season 4 starts in spring sometime.
There are 8 fresh, new "Hills" episodes ---shot in Paris--- coming our way this spring. For whatever reason, MTV is being very mysterious about the exact start date. However, I heard a rumor that it's sometime in April. I can't wait-- 8 new ep's!
