Well, you also have to consider the fact that Lupin runs away from like what? ONE measly detective?
Whereas Light goes against a whole Detective Squad (pratically the world)... right under their noses.
I'd give my vote to Light.

I would have to go with Light.
Light is obviously better at escaping the law after all he has an entire group of people dedicated specifically to find him at times while Lupin has 1 detective after him and on top of that Light has to figure stuff out himself while Lupin has his a little group to help him.
