The whole series of samuri champloo is based off of western hip hop culture so you could easily pick anyone from that seires and they would suffice (that includes Fuu, Jin, and definatly mugen) but these two were by far the funniest as well as the most Hip-Hopish (Is hip-hopish a word?....o well, it is now!!! =D)

It's hard for a girl to have an hip hop attitude because anime shows dont show girls like that, but my vote would be Nyuu off of elfin lied becuase shes illiterate and shes not afraid to pop a cap in some1(or just kill them with crazy invisble hands). lol jk...........but really.
