Lol... That's pretty interesting- but that man can't pass down his blue characteristics. That's lamarckism- which doesn't really happen.

Maybe something like a scenario where there was a predator and human's being smaller was more advantageous at hiding (maybe in a dense forrest or something where smaller creatures could manuever faster). That would take care of the size. As for the color blue- it would have to be cameoflauge. So I guess the trees in my forrest would have to bloom many, many blue flowers so the dwarves would maybe gain this camo of blue skin just like other creatures did. Then you would get Smurfs!

The question misses a point. Rent the Smurfs and the Magic Flute. Smurfs are inherently magical creatures. What does that mean? They are spirits who should be appreciated for what they are (the series was a spin-off of a series about a medieval knight which can be described as a satire on Amadis of Gaul or Prince Valiant) and not necessarily explained. Of course there are chemical compositions which can cause an organism to be blue. Look at flowers. There are many science fiction stories about aliens with Blue Skin. As someone who's been involved with the SF community for forty years, I can assure you that many of these stories were written by people well-versed in biology or subject to criticism by people who were well-versed in biology. Just being blue doesn't make creatures smurfs.
