For anime you could check out Fushigi Yuugi (certain parts make be bawl from the sadness)
Prolly the evangelion movie (does it count as an episode?). Most of it is nonsense but it can make you cry.
for anime try grave of the fireflies or barefoot gin

Gilgamesh- Anime (cried my eyes out!!)
Witchbladei anime (the end was so sad...)
Death Note- the anime itself isnt seriously sad... but what when certain people died in the series... it was sad!!! (the last ep had me bawling!!)
Deep Love Ayu- Manga-- probably the saddest manga I have ever read.... Every chapter of this manga made me cry.....
Fushigi Yugi had its sad moments as well (anime)

Huh...Peach Girl made me cry a bit, but I wouldn't say it's a tearjerker.

Hibiki's Magic is a really sad manga!
I just recently read the end of Absolute Boyfriend by Watase Yuu and I cried. Seriously. Crocodile tears pouring down my face for half an hour. Of course most of Watase-sensei's manga are like that. So for a good cry try any of her manga or any of the anime made for her manga.
Ayashi No Ceres or Fushgi Yuugi will definitely get those tear ducts flowing.
Air- its starts out good and has some humor but most of it made me cry (12 episodes)
Full Metal Alchemist- also really good and most of it is extremely sad (51 episodes)
try Rumbling Hearts it would would really make you cry, i know it made me cry T~T
