I believe that since he gets his powers from the yellow sun the cape isn't necessary, just cool. All superheroes should have them at some point.

yes he can fly without his cape, he just wears his underwear over his tights and his cape to try to look good or maybe its just more breezy and comfortable for all his crimefighting lol

I don't really know what the purpose the cape is but I think it would be like a tail on a kite (or dog) and help him to balance.
Mind you, this is only a guess.

Actually, yes, because his powers come from his exposure to the Earth's sun reacting to his body's chemistry. The suit just makes him recognized as a heroic symbol.

IMO, the cape is there to ripple as he flies through the air so as to show the motion of the air through the cape's movement, thus simulate movement in the static medium of print, ie, comics.

The cape itself conveys no abilities, just like the rest of the costume, other than it's Kryptonian origins. Therefore it is invulnerable to bullets & an excellent thermal barrier, but would convey NO metahuman abilities upon it's wearer. In fact, a normal Terran would still be susceptible to being knocked down by the kinetic energy of a bullet, just as though you or I were shot while wearing a kevlar garment. We'd have one heck of a bruise, but would not have been penetrated by the bullet.
