I don't know for sure. Since both of them are strong, and they both have good attacking techniques.
Gaara has his sand barrier,and it totally is strong, and he obviously manipulates the sand, and could easily kill anyone who doesn't know how to counter attack. He has pretty good offensive techniques.
You also have to notice that Gaara is a long-range combat ninja type, and Neji is a close-range combat type ninja, if Neji gets to be close to Gaara, then Gaara is done for sure. Neji would be able to control his chakra through Gaara's chakra points. Neji has that on his advantage, his jyuuken can open or close his enemies chakra spots, or whatever is called. But i also believe Gaara won't let Neji close to him that easily.
Neji, in the other hand, has pretty good defensive techniques, and even though Gaara gets inside his sand ball (sorry i forgot the name of that technique) Neji would be able to see him through, since he has his byakugan, but Neji does have a weak spot, his blind spot.
But since Gaara doesn't know about it, chances are that the one winning this would be Neji.
Though it can be also a tie.
They're both pretty good ninjas, with excellent techniques^_^

I would have to say that Neji would win in a fight. He has a small blind spot but he should be able to dodge all of Gaara's attacks.
Gaara's sand barrier wouldn't do much good with blasts of chakara.

I think I would have to say Gaara.
Both Neji and Gaara have unique and strong defense as well as attacks.
With Gaara,Gaara is a a long range fighter he isn't the close combat type. Gaara would use his sand to attack and keep Neji from getting in close range and even if Neji managed to get past Gaara attacks,Gaara still has his sand defense,which can stop almost any attacks,so Neji 64 palm or higher would be useless if he can't even touch Gaara.
As for Neji,Neji is also a good fighter. Neji as well as Gaara also has a good defense,and was said by Tentn to be stronger the Gaara. Even if Gaara were to attack Neji he would be able to block it using rotation. If Neji were to get past Gaara's defense's and attack using 64 palm or higher it would be all over for Gaara and he wouldn't be able to control the sand and Neji would just attack,and possibly use his air palm.
Over all think Gaara would still win because of his long range attacks and because of Gaara ultimate defense.

Gaara! He has a demon protecting him. Even a pure genius can't handle that. Neji won't be a push over so it would be an excellent match!!!!

Neji can block all of gaaras attacks but I don't think he would be able to land an attack on him. Gaara can fight and defend at the same time since his sand acts on its own accord so even though he's injured he can still defend. His only chance of winning is if he had a mighty speed like rock lee and the awesome thinking of shikamaru to attack. I guess Gaara would win.
First of all Gaara doesn't even have Shukaku any more, which greatly diminishes his strength. I have to go with Neji.

Neji would win, simply because the best defense Gaara has repels physical attacks, not those attacks that are chakra based. Neji also has only one small weakness that "noone" except his clan knows about, and the one enemy who found out about it, Neji killed. I vote for Neji, but depending on the circumstances of teh fight, it could go either way.
umm...that's a tough one. i think that neji would be able to penetrate gaara's sand with his gentle fist style fighting. but it would be hard for him to get close enough to use his 64-palm jutsu on Gaara. that would be a cool fight though.

Gaara, all Gaara would have to do is keep Neji occupied with some sand clones or what not, then sneak a desert burial or two, while Neji's unbalanced, and by the time Neji figures out Gaara's chakra is controling the sand, Gaara has already put the pressure and would in the process of crushing Neji's limb(s). Also Gaara can use his own sand to make more sand from the earth, he could toy with Neji from a distance and then do his Imperial Sand Burial in which even Neji's rotation would be useless against.
oh..everyone is saying gaara so i think i'll stand out and say....Gaara!! ^^
