here's the cheat codes.i used them to help me beat some of the game.
go to ign or gamespot to look at cheats
Google is a great place to find cheats for games. (Many game sites with cheats.)
You know you really don't need cheats to beat the game, I didn't use cheats and I beat it,but if you want them here you go:
Unlock all characetrs in USA version
Go to Naruto's house, go to the input screen, then put in the following password to unlock all characters.
Lightning-Snake-Rat-Dragon: Unlock all characters
Unlocking Extra S-Rank Missions
Go to Naruto's Room. You will be able to input seals by selecting one of 5 elements and then 3 different hand signs.

How to get all the Hidden Secret Scrolls
Here are the ways that you can get the hidden scrolls in each stage
Chuunin exam stadium go forward and back the hole 3 times
Forest of Death fit the fish that jumps up sometimes in the river 3 times(when it jumps)
Hero's Memorial stone hit opponent's support character 4 times
Hokage's face jump on the tree in the background 10 times
Ichiraku Ramen make all the lanterns red
Kazekage's place get 3 recovering items from the vending machine in the foreground.
Kikyoujyou(has 2 big fishes) stay on the tail of the fish for at least 2 counts when the wind is blowing
Konoha Forest destroy 5 trees thats in the fore and background
Konoha Hot springs dont destroy it but half destory the wall and the stand on both sides (fore BG)
Naruto bridge stay standing on the boat for 5 counts
Outer Tanzaku gai(with the snake) attack the snake 5 times
Sand place(with the tornado) destroy 5 of the stuff that's whirling in the tornado
Snow stage destroy 10 stuff that comes out in the fore and background(pots, shuriken targets etc..)
Tanzaku gai attack the slot machine 8 times
The Rainbow Icewall attack your opponent's support character 5 times
Training grounds destroy 8 stuff that comes out in the fore and background(pots, shuriken targets etc...)
Watch tower (with the frog and snake) go forward and back the snake and the frog with out touching the ground 3 times
Zabuza's secret hideout stay in the attic place above the place with the bed in the background

Hatake Kakashi - ANBU: Beat story 4.
Hoshigake Kisame: Beat story 4.
Jiraiya: Beat Jiraiya with Uzumaki Naruto in story 1.
Momochi Zabuza: Beat Momochi Zabuza with Jiraiya in story 4.
Orochimaru :Beat story 4.
Orochimaru - Sealed: Beat story 2.
Sandaime Hokage: Beat Orochimaru with Sandaime Hokage in story 1.

The Last 2 Hidden Characters
After finishing the entire story mode (4 arcs), these can be done at any time.
Hyuuga Hinata - Successor: Speak with Hyuuga Hiashi outside the arena. Then at the rooftop. Then speak with Hinata at the training grounds. Head to the arena and beat Neji.
Uzumaki Naruto - Maito Suit: Speak with Maito Gai at the marketplace. Head to the next city and buy a Maito suit (100.000 mon). Head to the next screen and fight Gai.
Unlock Hint Scrolls
Hint Scroll #1: Win the Tree Climbing game 3 times with times less than 1:20:00.
Hint Scroll #2: Get 3 shutout victories in Lee's push-ups mini-game.
Hint Scroll #3: Win Guy's Handstand Race 3 times with times less than 1:08:00
Hint Scroll #4: Earn 3 perfect victories in Guy's Pose Challenge mini-game.
Hint Scroll #5: Earn 3 perfect victories in the Shadow Possession Challenge mini-game.
Easter Egg: Fan Bonus
Begin a new game using a memory card that has a Naruto: Ultimate Ninja (1) save file on it. You will receive 340 Ninja Info Cards and 50,000 Ryo as a bonus.
Hint - Hidden Scrolls
Chuunin Exam Stadium .... Go through the hole three times.
Forest Of Death .... A fish jumps out of the river randomly; strike it thrice for the scroll!
Hero's Memorial Stone .... Hit the opponent's support character four times.
Hokage's Face .... Jump onto the tree in the background ten times.

Hidden Scrolls
These are the locations of the hidden scrolls for the first S rank mission. You can obtain these in any mode, and practice mode would be the obvious choice. You can exit the stage and save once you've obtained the scroll.

Ramen Shop (foreground) Hit the lanterns so each of them grows red.
Hokage's Statue Stage (foreground) Jump repeatedly on the tree to the left.
Zabuza's Home (background) Wait 3 seconds on the game clock while standing on the balcony.
Bridge (foreground) Wait 3 seconds on the game clock while standing on the boat.
Yagura map with the Giant Frog & Snake (background) Jump from the top of the frog to the snake, then jump back.
Chunnin Testing Stage (foreground) Run through the tunnel from the left entrance and exit the right. Repeat 3 times.
Hero's Gravestone (any) Attack your opponent's support character 5 times.
Survival Stage (background) Destroy the doll on the right 10 - 15 times.

u have to go to the lookout tower and get to the bottom lvl of it then on the left tree use a substitution justu then fall
the screen should flicker and ur character will be able to change any time u want it to by pressing the t angle button
You can do any special justsu but u can change into anyone u have unlocked example naruto into saskue they go in order
---TOAD SUMMONING---
This will help you with most battles using Naruto.
To summon a giant toad, get your chakra up to level 3 with Naruto. After that, push Triangle 3 times then quickly press O.

on the loading screen rotate left analog stick until a blue orb apears
---RESTORE HEALTH---
Hold Up to assume a taunting pose. The only characters who can do this are Sakura, Hinata, Shikamaru, and Kakashi.
---GETTING SWORD---
(to get Sasuke or Kakashi w/ sword) Perform the Sharingan super move with either Sasuke or Kakashi while fighting Orochimaru or Zabuza. If you complete the move, Sasuke or Kakashi will have a sword (depending on which you are fighting).
---EASY WIN---
While fighting at Zabuza's Hideout, teleport to the top portion of the battlefield where the bed is located. Run left or right under the ropes.
Jump onto the rope and run to the left if you chose the right rope; or to the right if you chose the left rope. When your oponent jumps on to the other side, attack him or her to their side of the rope. This will trap them between you and the tree.
