Since Gaara became the Kazekage of Sunnah (sorry for the spelling), I think Gaara would be much stronger than Neji. Also, I think Neji couldn't penetrate easily the sand barrier of Gaara using his eye techniques or taijutsu.

Neji will not be able to land a it on Gaara , if he used the 3rd eye technique or if he fight him like he fight Kimimaro ( as Rock lee Said theres no way you can say i will not be caught by your sand any more )
neji....i sure his eyes can stop gaara and plus gaara lost a battle againts deidara the weakest akatsuki member
Gaara will win because there are so many advantage that he has over Neji. If they will fight if it a desert of course Gaara will win. And if the fight take place before the Shukaku is extracted from the body of Gaara by Akatsuki then Gaara will definitely win. Even when he no longer possesses the Shukaku, Gaara is still able to manipulate sand, as proven when he uses it to pull Naruto's hand towards his for a handshake, though greater degrees of control has yet to be seenGaara's ability is much more unique than Neji. But, I think that they will probably have a good long fight.

He would win because he has an ichibi in his body he could'dnt attack because of gaara's automatic defense....
