Avatar. Why does prince zukos sister have blue flames instead of red flames?!
Question: It's not blue flames, it's lightning. Only firebending masters can control it, that and you basically have to be at peace with things (can't think of the word they used >.<).
edit: Just remembered! It was conflict. You have to let go of the conflict inside you to be able to bend the lightning. If you watch ep. 312 you'll see something truly amazing regarding Zuko.

it can only be controlled by a firebending master basiclly, zuko tried to learn to do it but never could
