How come in japanese anime, like a third of the episode is...?!

Question: the character standing around looking off into space thinking while the camera is either dollying, panning, or tilting:

i.e "it can't be, Cakarot's power level has surpassed my very own, this can't be I am the Prince of all Saiyans, could it be, that he is the one, no it can't be..."

or, "Damn L he's on to me, but How can he possibly suspect me, I've been extra cautious as to what time the deaths occur"

on top of that, a bunch of the dialogue is characters explaining SHlT, that the audience could have easily assumed.

Take Death Note for example, I love Death Note, but they stall a lot of the time, especially lately. And all that unnecessary explaining. The series could probably be 20 episodes long, and a lot better, don't get me wrong it's good, but it could be great.

What do you think?

A lot of the time especially with the Naruto fillers, the makers of the anime have to stall the episodes (by dragging the episodes out, or by making new ones) because the Mangaka (the artist of the orignial manga that the series is based on) hasnt written the next part of the story.

Even if they have, they have to consider the fact the one new manga comes out every three months or so and they probably get about 6 episodes max (a month and half of anime) out of one manga if they made into anime straight.

So a lot of the time, they have to drag it out by filling it with useless stuff. (Like fillers)

It's called exposition, my friend, exposition. It exists simply to fill you in on what is already obviously going through the character's heads. I completely agree with you. If they just showed them thinking for a couple seconds rather than one to two thirds of the episode, and just let us fill in whatever they were thinking, anime would be a lot better off. Good question though. These kinds of things need to be confronted by the anime industry.
