That cartoon is Invador Zim and It can be found on The Nick channels where they show the older nick cartoons I think that show ended and that picture is his dog. His dog's my fave! ANyway you can possibly find vids of it on Youtube.com or Onerevver.com or Google video or Yahoo video. Wikipedia is a good site to look up episodes and be sure to type in at Wikipedia list of Invador Zim episodes. (Gir's sooooo cute!!!!)
