Ok I had this explained to me the other day, so I have the answer for you.

-First of all, we have to remember that Ash/Satoshi is in a coma and that his entire journey ever since the first episode has been a dream/fantasy.

-Second, you must realize that everything in this dreamlike world is a representation of Ash's/Satoshi's personality and beliefs on the deepest level. Now that you understand the first two points, I can explain the reason why he doesn't use best pokemon constantly.

-The reason that Ash doesn't keep his strongest party is because his psyche is such that he always wants to face a challenge and also doesn't want to be famous. Everytime he enters a new region he pretty much starts over from scratch. He kicks butt in the previous region- but he isn't the type of person to live in the popular spotlight, so he rids himself of that old identity and begins anew. He gets rid of many of his pokemon and begins catching and using ones from the new zone in an attempt to form this new, unknown identity.

-A side effect of the fact that Ash/Satoshi subconsciously doesn't want attention is the fact that NO ONE recognizes him despite him having won at the Battle Frontier and the Orange Islands and placing in at least the top 16 in every other tournament he has participated in. He should be a national hero, famous for such accomplishments. However, since he doesn't want to be recognized, no one knows him (unless they share an aquaintance).

-So as a result of having this new identiy and the fact that he always wants a challenge- Ash/Satoshi doesn't use his amazing pokemon (like Charizard) against people unless he really, REALLY needs to. Subconciously, Ash/Satoshi doesn't want to just walk in and easily win every battle- so he doesn't.

Hope this helps.

Edit: I forgot to mention that Ash/Satoshi is always subconsciously causing his pokemon to be taken away from him. He keeps dreaming up situations where his pokemon need to depart from him (eg he convienently finds his awesome Lapras's family immediately after he no longer has the need for it to traverse the Orange Islands, and subsequently releases it). He does this (as I stated before) because he wants to renew his identity and begin the challenge again. Since he loses these pokemon, he is forced to find new ones.

coz the creator of the manga dont want to

i dunno y, i think tehy wanted to make it a challenge, but ash had his pikachu for like forever. isnt it like lvl 200? y doesnt he just own it too yea and charizard makes sense too... but as i remember he left it at this charizard care place though and hes too lazy to get it bak

thats cuz this dam *** releases 90 percent of the pokemon he catches

Because in right before the Hoenn League and after the Johto league tournament, I think Gary was in the tournament or wasn't but Ash and friends met up with him. He told Ash that he was going to the Hoenn region and wanted to start over with only the first Pokemon that he had from Professor Oak, so he deposited his other Pokemon in the bank or wherever you put your Pokemon if you have more than 6 on you. Ash was already going to the Hoenn region but wanted to do the same thing and start over with Pikachu and deposited his other Pokemon.

Mat, are you serious? (lol)
That would be crazy if it is true, that's some deep stuff
