Yes, Gaara can still control the sand he just isn't able to do as much as he use,and can't control as much at a time as before. Before when he has the Shukaku it gave him large amounts of chakra to control the sand and use it as well has come to his defense,but since he doesn't have it anymore he has to to do all himself with the help from the Shukaku,which takes a lot of chakra to control the sand for attacking and defending.
The sand Gaara carreis around is incoded with chakra itself which make it easier to move around. If Gaara needs to he can use the minerals in the earth to refine them and make his own sand.

It could be a Kekkei Genkai, a genetic trait or ability passed down through generations of members of a certain clan. that missed kankuro and temari controls the wind with her fan. we don't know what other powers they possess to the fact they never explored there abilities.
He's very skilled at his technique (sand manipulation) and also the fact that he's a jinchuriki gives him more chakra support and more techniques I guess. The sand armor and shield were jutsu cast by his mother before she died.
You can fuse elemental techniques together to form another, but Gaara's is just earth, and he is really really talented.
