Where can I buy reprints of Batman and Superman comics from the 1940's?!

You want something called the DC Archives, which is exact;y what you're looking for. They're a line of hardcover color reprints of nearly every DC comic (including Batman and Superman) published between 1938 up until the 1950s. Most Borders and Barnes and Noble have comics and graphic novel sections, but I don't normally see DC Archives there. They would probably be able to order it for you, if that is what's easier and more comfortable for you.
Any decent comic book store in your region would have some in stock if you wish to see them in person before purchasing. I'll link a website below which lists comicbook stores and you can use it to find one nearby you.

Since Superman got started in June of 1938, comics from the 1940's are going to be pretty rare. Batman also. Try looking at your local comic book shop for some hardback collected editions. There aren't really many reprints of individual issues. They mostly appear in collected works.
