Anime Movies usually demand a higher quality & several years worth of time / money / effort than most low-budget anime series. And if an Anime Studio sees promise (potential profit) in a series, than they can either make a short series (13 eps or lower) or OVA's (1 to a few OVA's). And if there's enough ratings ($) toward that show, then they can make a sequel series.
