Superman was probably the first true "superhero" he was created in 1932, "the Clock" is noted as being the first masked hero in comic books.

it depends on your definition. Do superpowers matter or the costume. If its just the powers than I would say Popeye. If its the costume I would say The Clock or Mandrake
While Superman was created in 1932, he didn't make his first appearance until 1938. In 1935, Siegel and Schuster created a character called Dr. Occult. In one of his adventures, he traded in his trench coat and fedora for a costume and a cape. For this reason, he is credited as being the first costumed superhero.
