He was a sailor. If you were a seaman back around that era most navy men had bulking forearms from handling nets, ropes, anchors, and steering the ship took alot of arm strength on the old naval ships. I think Mr. Segar (creator) was just depicting him in an elaborated way...Wikipedia has some awesome info on his origin.
