Yeah it's a spoof from a famous short story known as "The Lottery." In the real story everyone in the town was given a random piece of paper in the process known as the lottery and if ones paper had a black spot on it they were selected and were stoned to death by everyone else in the town. The idea was to sacrafice a person before the crop season for a good corn harvest. The story is really disturbing even the children participate in the stoning and it takes place right after a church service if i remember correctly.
