Dude, if you haven't finish the manga/anime, I suggest you do since the last volume for manga, or last episode for anime explains everything what happen.
If you want to spoil, then here it goes: (unless you finish everything yet still don't understand)
Chi (in the manga, it has only 1 i's, but in anime, it's two) has a sister named Freya and they both have a family made by Chitose Hibiya's husband, who then died. Hibiya wants to have children, but she couldn't, so she ask her husband to make two children, who are twins and look exactly alike: Chi and Freya. Freya is the one who keeps talking to Chi "in her mind" when she feels sad/lonely. Hibiya is the author of A City With No People, talking about Chi and Hedeki and "someone just for me." When Chi and Freya (Chi has her real name other than Chi, but I forgot) were made, they had a great time with their Father and Mother, but their "someone just for me" is the father, but he can't accept this because he already has "someone just for me" which is Hibiya, his wife. When he died, they became very, very sad, which almost made themselves self-destruct, but Freya wants to be with Chi, so instead of self-destructing, she went inside Chi's body, and reset herself, losing all of her memory. When Chi lost her memory, she disappear, leaving Hibiya, ending up in the ally with trash.

Nevermind, Chi's real name is Elda, but when she reset herself, and Hideki found her, she was named by Hideki, Chi because she kept saying Chi.
okay the owner of the apartment her husband was the one who created chii and then after he died she wanted chii to find a better home and then hideki foud her :D
