Despite the increase use of foreign animation companies in the creation of Japnaese anime, their roles are still largely just contracted or assistant works. Major elements such as character design, scripting, key animations are still reserved for the people in the Japanese animation studios. This is essentially important for long series or original shows, where changes may need to be made at any moment due to budget restraints, view popularity, etc.
Studio Bee-Train (noir, .hack//sign & roots, Tsubasa TV), for example, employs Chinese studios for almost all of the background animation.
There are a few minor exceptions though, such as the recent series True Tears or even Madhouse studios' Akagi and Kaiji. Which has been largely animated by korean animators. However, these shows are usually non-mainstream, and has a fairly stable pre-established visual novel/manga script to follow by.
ANYWAY
as for how many anime involves the work of foreign studios?
I would say it's becoming close to over 60% now.
