Yes, a saiyan's hair does not grow from the time of birth, so that was pretty much a permanent haircut.
But let's face it, he was getting old, maybe he just felt silly with all that spiky hair, it would look odd for a man in his forties to be sporting three foot spikes on his head, lol.....^_~
Yes, this is true, so I guess it was pretty stupid of him to cut it, wasn't it? Maybe Krillin got him with the Destructo Disk in a sparring match.
