I think it goes to A - Kage Level.
Since Kirin is based on real lightning, only high-ranked shinobis who mastered Lightning element can use such technique. I personally think Kakashi can use it, btw.
However, it's a little less than Naruto's Fuuton: Rasen Shuriken which is S-rank (only the creator can use it).
Maybe it's just me. 8D
a rank or s rank i say s rank because it is unavoidable but its not stronger then futon rasenshuriken
