Godzilla is way too big for any number of raptors to have an effect on him. His skin is also far too tough for them to penetrate it. They would have to burrow into his eye and eat his brains and even if Godzilla was lying down, the massive size of his head would make it difficult for them to reach an eye. And Godzilla never lies down anyway.
