If you mean most powerful, that would be the Spectre, followed by Eclipso and Darkseid. If you want to limit it to superheroes, then Martian Manhunter, Firestorm and any of the Green Lanterns would probably be at the top of this list, although a case can actually be made for Plastic Man (Batman seems to think so).

In terms of sheer power, it would have to be the Spectre, with another Jerry Siegel created character, Superman, coming in a close second. Captain Marvel is now a DC character, but has been mishandled and cannot now be regarded as being Superman's equal, although he certainly once enjoyed that status.

Non-comic fans would be highly unlikely to know anything about the Spectre and would be more likely to say Superman is the strongest comics character, but it is difficult to say how many non-DC comic fans know about the Spectre and would list Superman to the number one spot.

There will probably be a die-hard Batman fan who will claim Batman could defeat Superman and is therefore the strongest DC character, and I saw someone listed Spider-Man, but I'll stick with the Spectre who has, roughly, about as many powers as God and, basically, to the same degree. If the copyrights to God were available, I'm sure DC would snap them up, upsetting a delicate balance.

The problem with that argument is that the moment someone says such and such character is whatever, the comic books will come out with a new character that tops that "all powerful" character.

Superman and Green Lantern are still my fave power houses in the DC Universe.

Batman is my fave character Period.

Spiderman

He dominates both DC AND Marvel categories.
