The Flash, I think. The Flash's sole ability is speed. Superman's just super. I think the Flash should be able to outdo him in his own area of expertise.
The Flash would definitely win in a foot race, because he's "The Flash" ....It's just like how Aquaman would beat Superman in a swim race because he's "Aquaman" but Superman would obviously win in a strength challenge because he's what............."Superman"

This was done on an episode of Superman but was never made known at the end (they had a hiccup that came along during the storyline) but personally I think that Superman would win. I don't know if it would be by a great deal or not but I do know that Superman is not bound by the laws of gravity and Flash is. It is because of this that Superman would have an advantage during a footrace. Even though he would be running, he would be moving without the constraints (or with heavier constraints) than Flash. Flash is fast but faster than Superman, I don't think so. Good question.

superman is more a flies at the speed of light type person, where the flash is a runner, so he would probly win.....but if it was superman flying and flash running superman would win. why? because flash would have to run over or around obsticals, where superman could just be high enough to fly over them.

Depends on the era.
Back in the 60s till the 80s, there was a long-standing tradition of an annual race between Superman and Flash. They would go on a charity race and it would always be interrupted by a villain. And then they would beat the bad guy and continue racing. The clincher was that we would never really see the resolution of the race by story's end.
Then come the 1990s. And the comics writers re-wrote Flash's story that essentially turned him into the fastest man alive... ever. That makes him far far faster than Superman. This then was reflected in other media including Justice League and Smallville. They really made it clear that Superman was really fast but not faster than... the Flash.

Back in the sixties, the Flash and Superman raced twice that I can recall, once in the Flash's book and once in either Action or in Superman. Both times the race was interupted by something and no clear winner was indicated. The general opinion among fans during that era was that Flash should be regarded as faster than Superman, since Flash only had super-speed going for him but Superman had a multitude of abilities. I don't remember the exact details of the race in the issue of Flash in which Superman guest-starred, but I do remember that Flash did something during the course of the story that suggested that he was actually faster than Superman. I still believe that the Flash could run rings around Superman, but I had that opinion before I read the story in question.

Superman is fast, of course, but Flash can go faster that the speed of light when he utilizes the speed force. Superman just can't match that.
