There is no release date. I can guess when 23 will be out, but there is no announced date from Formula. My guess is that 23 will come out in around a week. But it's hard to tell, since Formula's releases for Shugo Chara does vary. 23 can be released a few minutes from now or days. I doubt it will take months though, at the most I would think it would be 2 weeks.
What you've been watching are fansubs. Many fansub groups don't have a set release date like official releases from FUNimation or ADV do.
The only group still subbing Shugo Chara in English is Formula. Since Formula's the only group subbing, when English subs come out depends on when they decide to release. Unless another group starts subbing Shugo Chara, which I think the chances of that is very low. Since Formula has been doing a pretty good job and they aren't that far behind.

Keep in mind that Formula does have other projects besides Shugo Chara.
Once Formula releases, if you watch anime online, you're going to have to wait for someone to upload it onto whatever site it is that you watch anime on.
