I would have to say neither. An anti-hero is someone that uses immoral means in pursuit of a noble/admirable goal. An anti-villain is someone that pursues undeniably villainous ends, but employs methods that are arguably noble in order to advance his interests.
Since Starscream only betrayed the Decepticons in order to overthrow Megatron so that he could become the new Decepticon leader, I definitely would not say that he had a noble/admirable goal. I also don't think anyone could ever convince me that he used noble methods to try to accomplish his goals either.
