Pein is actually not the leader of akatsuki\
tobi is who is actually madara uchiha
pein doesn't transform into anything but as far as we know he can possess bodies and when he fought jiraiya there were six of them and they all specialized in different jutsus
jiraiya took down 3 of them but pein will just take over 3 new bodies, one of which will most likely be jiraiya
I would say transform into 6 bodys
the justu is called six paths of pain
i dont think he can transform into anything, but he can make the six really powerful copies of himself.
