Only the courageous are rulers, because in order for their to be leaders, there needs to be followers, those withot courage to lead themselves. Rules are created by leaders, and if everyone was a leader, everyone would have there own set of rules.

I'm guessing it means that if everyone had the courage to always do the right thing, then the world would have no need to have rules to deal with its problems. These issues would be virtually non-existent if mankind was perfect by always doing what they feel is right and having the courage to confront evil plus help those in need.
I hope that clears it up based on just knowing that single sentence.
because there are rules and if every was courageous then there would be no need for rules because they would be broken. take courage to break rules scary people dont break rules?
